E-CIGARETTES AND NEW TOBACCO LEGISLATION
STOPTOBER is a national campaign encouraging smokers to give up tobacco for 28 days. Evidence shows that if
a smoker can go this long without a cigarette, they are five times more likely to stay permanently smoke free. Na-
tionally last year’s campaign led by Public Health England saw 250,000 people take part and 65% of those who
took part successfully quit for 28 days. The local stop smoking service CAMQUIT can support you to stop smoking
whatever month it is!
E-cigarette update: A Public Health commissioned expert evidence review on e-cigarettes published on the 19
th
August 2015, has concluded that using current best estimates e-cigarettes are around 95% less harmful than tra-
ditional tobacco cigarettes, that nearly half the population (44.8%) don’t realise e-cigarettes are much less harmful
than smoking, and that there is no evidence so far that e-cigarettes are acting as a route into smoking for children
and non-smokers.

October 2015 the following tobacco control legislation will come into force in England and Wales:
Smoking in cars: Smoking in private cars when children (under age 18) are present will be prohibited. Age of sale
for nicotine products: it will be illegal to sell nicotine containing products, such as electronic cigarettes, to persons
under the age of 18. Proxy purchasing for young people: it will become illegal for an adult to purchase any tobac-
co product or nicotine containing product (this will also include products such as e-cigarettes) on behalf of anyone
under the age of 18.

Lower Speed Limit for Buckden
I can understand why some residents would like to see the speed limit lowered for at least part of the village but I
am always wary of ‘Pressure Groups’. By their very nature such groups argue only one side of any argument.
I am
very happy to see that the Parish Council has agreed to set up a separate Working Group to examine all of the
arguments for and against the proposals and to prepare a balanced summary for the Council to consider.
A1 Improvements
The contract for the strategic study on the future of the A1 has now been awarded and a representative of High-
ways England will provide an update to the A1 Safety Advisory Group which will meet on 20
th
October. I have now
arranged to discuss the issues involved with our local MP on 6
th
November (the delay is due to my unavailability
not his).
Parking Problems at A1 end of Silver Street
I have been made aware that cars have been parked in the turning area and that others have been parked along
the left hand side of the road (coming from the A1) in such a way as to obstruct the free movement of traffic. The
Parish Clerk and I are taking steps to have the turning area cleared of debris and overgrowth but I ask all local
residents not to park in that space and to park with care along this potentially dangerous part of the road.
ONE LEISURE
Contrary to a recent report in the Hunts Post ONE LEISURE , which is responsible for all of the leisure facilities
provided by HDC, is not run by a company but by the Council. Also contrary to reports these facilities will be run at
a small surplus during the current financial year. If you have not taken advantage of the excellent facilities offered
at all of our Sports Centres then I urge you to do so.
